One doesn't excuse the other, but does contribute to the poverty that is at the root of the drug culture.

If you want to put the drug dealers out of business, just legalize drugs. You could control them and tax them like you do with alcohol and prescription drugs. This would free up our jails for violent criminals, generate revenue, make drugs a little safer and make our streets safer.
